You have had letters from people whose co-workers have bad breath, but what can a person do when it is the boss who has breath that reeks? There is no way any of us could ever talk to him about this. He is an over-sensitive, vindictive person.
Since he is too scary to approach, your only choice is training and physical conditioning. According to the Guinness World Records, Stig Severinsen of Denmark set a world record by holding his breath underwater for 22 minutes and 00 seconds at the London School of Diving in London in 2012. If you can learn not to breathe for just half that time, you should be able to manage encounters with your smelly boss.
The Guinness record is officially called “Longest Time Breath Held Voluntarily (Male)”. The records for involuntary cases are probably filed under “Drowning”.

P.S. Thanks to my magical powers of perception, I know you are dying to ask about the women’s record. Strong-lunged Karoline Mayer from Brazil held her breath for 18 minutes and 32.59 seconds. While less than Stig’s record, it is still plenty of time to avoid Eau de Boss.
I am sorry about the smell, but I am even more sorry that you work for a person who everyone there seems to fear. Someone needs to slap your boss around and teach him how to be a good leader. Consider talking to your boss’s boss or the human resources department about his attitude and, as an example, point out the breath problem and how no one feels comfortable approaching him about it. You could even have a group of you meet so it is not just one of you in the spotlight. By focusing on the fear factor, you are expressing concerns about management skills and not making H.R. faint at the thought of handling another smelly co-worker incident. They freak out about that one.
Whatever you do, do not employ the Anonymous Note Method. Your boss would simply want to talk to all of you and then you would be right back where you started.
